Challenging the conventional view that Canadian security screening began in September 1945, with the defection in Ottawa of Soviet cipher clerk Igor Gouzenko, Hannant marshalls evidence from previously classified documents to show that systematic security screening began 15 years earlier. It was initiated because the Russian Revolution in 1917 and the formation of the Communist International in 1919 caused Canadian authorities, particularly the RCMP, to view many citizens with suspicion.
